- Eligible for foreign tourist entering in Japan as a "Temporay Visitor" for sight-seeing, and has a passport(issued by a foreign government) stamped with status under “Temporary Visitor”.
- Please note that according to strict interpretation of the Japanese Immigration Law, “Temporary visitor” status differs even from other types of stays that are also for only short time periods.
- Japanese passport holders can NOT use this pass. (May require to present passport and documents for verification purpose)
- ONLY allowed for original Exchange Orders which have not activated are allowed for refund within 12 months from the issuance date. Exchange order is totally non-refundable once exchanged and used.
The refund process will take approximately 2 months or more to be completed.
To exchange date of the pass, once the pass has been obtained, can no longer be changed.

New Chitose Airport Station Ticket Office, daily from 8:30AM to 7PM
Noboribetsu Station Ticket Office, daily from 7AM to 6:45PM
Shin-Hakodate-Hokuto Station Ticket Office, daily from 9AM to 7PM
Hakodate Station Ticket Office, daily from 10AM to 12:30PM / 1:30PM to 6PM
Asahikawa Station Ticket Office, daily from 9:30AM to 5:30PM
Abashiri Station Ticket Office, daily from 5:50AM to 10:30PM
Kushiro Station Ticket Office, daily from 10AM to 6PM
Obihiro Station Ticket Office, daily from 9AM to 5PM
The pass is valid for unlimited ride on JR Hokkaido Line for reserved and non-reserved seats of:
- Limited express trains(ordinary car)
- Special rapid and rapid trains
- Local trains
- Temporary trains (limited express/rapid/local)
- Certain JR Hokkaido buses (Please see here for details)
*Express bus(operated by JR Hokkaido Bus) between Sapporo and Otaru is also applicable.
When riding on the bus, please take a numbered ticket. When alighting, please give the numbered ticket and show Hokkaido Rail Pass to the bus driver.
The rail pass cannot be used for other companies’ bus and subway.
The pass is NOT valid for:
- Hokkaido Shinkansen, the South Hokkaido Railway, the streetcar and the subway.
- SL Fuyu-no-Shitsugen Train doesn't include in the pass, additional fee is required for reserved seating.
- Intercity buses and temporary buses
- Non-reserved Ordinary cars can be accessed freely.
- Please insert only your rail pass into the automatic ticket gate. Please make sure to pick up your rail pass after passing through the automatic ticket gate.
*Reserved seat tickets cannot be used to go through the automatic ticket gate. - Additional fees & seperate tickets are required if traveling by express train, bullet train and local services under first class (Green cars*).
*The Green Car is a first-class car with wider seats and other upgrades/amenities. - Travel on trains outside of the designated coverage area of your pass is subject to an additional fee/charge.
- Make sure to receive reserved seat tickets before boarding if you plan to use a reserved seat. (Seats cannot be reserved on the train.)
*If you wish to change your train after receiving a reserved seat ticket, please change your ticket at the ticket counter. - JR Information Desk, JR Ticket Counter (Midori-no-madoguchi) or the reserved seat ticket vending machine in the major JR Hokkaido stations.
*See here for how to use reserved seat ticket vending machine. - When the number of reserved seats for rail pass users is limited, reserved seat might not be applicable depending on the train and section even if it is not fully occupied.
- Unavailable seats due to full occupancy shall not be subject to refunds.
- It is a personal pass. Make sure to bring your passport when using the Pass as station and train staff may check it.
- The starting date of the rail pass and the duration cannot be changed after purchasing.
- Adult / Child rail pass holder can accompany up to 2 infants (1-5 years old) for free.
- The infants from the third one will require Child's rail passes for each.
- Babies aged under 1 year old can be accompanied for free.
- Child's rail passes will be required for each infant in the following situations:
*When accompanied infants use Reserved seats by themselves
*When infants travel by themselves
